In The Wall Street Journal: [SEC Chairman Christopher] Cox, speaking Thursday to the CFA Institute, a Charlottesville, Va., nonprofit membership organization for chartered financial analysts, said the foreign-broker rule changes will be offered as a standalone action and won't be considered as part of a broader effort to recognize foreign regulators deemed to be comparable to the SEC.
